The core of this decan

Aquarius is at its most principled in the opening third. Planets here hold a position and the position tends to be arrived at rather than inherited. There is a coolness to it that reads as detachment and is closer to independence: the room's opinion has been noted and it is not going to decide anything. Fixed air holds, and this is where it holds hardest.

How it differs from the rest of the sign

Aquarius uses its three decans differently. This one sets the principle. The second brings Gemini in and the principle becomes communicable, something argued and circulated; the third brings Libra and it turns social, applied to people instead of propositions. Here it is the position itself. The first decan is the most solitary of the three and the least concerned with being understood.

The modern scheme returns any first decan to its own ruler, so these degrees go to Saturn's in the traditional scheme that the decans are built on, which accounts for the discipline and the fixity. The face system gives them to Venus.
